Specifically, this policy serves the following purposes:

Fair Allocation of Costs: Early years settings may offer different services (e.g., part-time, full-time, or sessional care) or have a mix of age groups, such as infants, toddlers, and preschoolers. An apportionment policy helps to fairly distribute shared costs (like staff salaries, utilities, and rent) across these various services and age groups, ensuring that financial reporting is accurate.
2. Compliance with Funding Conditions: Core Funding is provided with specific conditions attached, including the use of funds for particular purposes (e.g., improving staff pay or enhancing quality). An apportionment policy ensures compliance with these conditions by demonstrating that funds are being used appropriately and as intended.
3. Transparency and Accountability: As the Department of Children, Equality, Disability, Integration, and Youth (DCEDIY) and Pobal requires detailed reporting, an apportionment policy guarantees transparency. It shows how funding is distributed across different areas and services within the setting, making the process of financial reporting more accountable and easier to audit.
